Organization Overview:

The Environment and Resources Division (ERD) assists federal and state environmental and resource management agencies address complex policy, management, and regulatory challenges. Our range of services include economic analysis, risk assessments, environmental modeling, regulatory and voluntary program support, and IT solutions.
Minimum Qualifications:
MA/MBA with 7 – 10 years of experience OR PhD with 4 – 6 years of experience OR the equivalent combination of education and experience.
Job Responsibilities:

This position entails managing and serving as lead consultant for economic, financial and other quantitative analyses on issues of environmental and natural resource regulation and policy. The candidate will have project management responsibility, including management of client relations, intellectual direction of projects, management of project budgets, overseeing, and being responsible for the quality of work by multidisciplinary project teams, and preparation of reports, briefings, and other project deliverables. The candidate will have extensive contact with clients, including project presentations and briefings. The candidate will be involved in business development, including identifying new clients and markets, writing proposals, and winning and directing performance of new work. The candidate will be expected to establish and maintain an industry presence as a subject-matter expert by publishing in peer reviewed journals and/or presenting at annual conferences and meetings.
Skills Prerequisites:

The preferred candidate will have a Ph.D. in economics, resource/environmental economics, or related discipline with an outstanding academic record and at least 4 years’ experience in analysis of environmental and natural resource management issues; in the alternative, a candidate may have Masters level degree with at least 7 years’ experience. Academic work and demonstrated expertise are required in several of the following areas: environmental and resource economics, statistics, finance, quantitative methods, biology, physical and/or environmental sciences. Excellent oral communication, writing, and analytical skills are essential. The successful candidate will also have experience in project structuring and management, and budget planning and tracking. Experience with sophisticated economic/environmental modeling and statistical/econometric analysis is also required. Specific areas of prior consulting and/or research experience are listed below:
Consulting or research experience (through employment or academic coursework) in the following areas is essential:
  • Environmental and natural resource regulatory policy, with specific focus in one or more of the following areas: air pollution control programs, global climate change, and/or energy efficiency and clean/renewable energy
  • Advanced econometric/statistical modeling
  • Uncertainty analysis and modeling 
Consulting or research experience (through employment or academic coursework) and skills in the following areas is highly desirable:
  • Productivity analysis, technology diffusion, industrial organization
  • Building I/O and CGE models
  • Statistical programming skills using SAS, R, Stata, or MatLab
  • International work and/or policy experience, preferably in a developing country setting, is desirable.
