Global Climate Change Specialist, USDA/USAID

The individual selected for this position will be administratively assigned to the Rural Development and Natural Resources Branch (RDNR) of the Development Resources and Disaster Assistance Division (DRDA), Office of Capacity Building and Development (OCBD), Foreign Agricultural Service, U.S. Department of Agriculture (FAS/OCBD/DRDA/RDNR) but will be located in and work directly with the U.S. Agency for International Development/Economic Growth, Education and Environment Bureau (E3), Global Climate Change Office.
The USAID Global Climate Change (GCC) Office is responsible for USAID’s participation in forums that deal with climate change, coordinating with the international organizations that have taken the lead on climate change and development and for analytical work to deepen understanding of building resilience to climate change and promoting low-emissions development in developing and transition countries. The GCC Office supports the Agency Global Climate Change Coordinator on climate change activities and with coordination with other agencies and bureaus and offices at USAID. The Office also ensures oversight and reporting on USAID’s activities in support of the Agency’s Global Climate Change Initiative.
The Global Climate Change Specialist will provide technical support and advice to USAID field missions and bureaus with strategy development, design, performance monitoring and evaluation of USAID-sponsored climate change programs, particularly those related to climate change adaptation and integration. S/he will be responsible for improving indicators, tools, and guidance related to monitoring the results of USAID climate change programs, in particular climate change adaptation and integration programs. The Specialist will provide quality control on performance reporting, help maintain a system of consolidating performance data, and analyze data for management and communications purposes. S/he will coordinate the collection of contextual data relevant to USAID climate change programs. The Specialist will interact regularly with field missions, provide regular updates on performance monitoring guidance to the field, coordinate with other donor agencies, and help improve and deliver training on monitoring and evaluating climate change assistance. S/he will involve missions in the broader development efforts and implementation of USG climate programs. S/he will work in a team setting with other GCC office staff, in particular the GCC Monitoring and Evaluation Specialist.
Required Skills
  • Expert knowledge and mastery of the UN Framework Convention on Climate Change and the efforts of the U.S. Government in the field of climate change and developing nations.
  • Seasoned ability to clearly and concisely, in writing and orally, convey technical concepts, technical information and policy positions regarding global climate change. Previous experience relating to climate change is a USG agency id highly desirable.
  • In-depth knowledge of, or experience in the following areas: a) the energy, forestry, and/or agricultural sector in developing nations, and b) developing nation’s efforts to promote environmentally sustainable development and stave off the threat of climate change.
  • Demonstrated ability to foster linkages between science, technology and policy.
  • Seasoned ability to evaluate program performance, analyze issues, and prepare workable recommendations to resolve problems and improve program impact.
  • Proven ability to guide teams and work with management to implement programs and recommendations to improve program performance and resolve problems.
  • Knowledge of and/or experience in developing countries. Skill and ability in strategic planning and technical analysis.
  • Ability to travel extensively in the U.S. and overseas, particularly in developing countries, sometimes under strenuous conditions in remote locations.

You must be a U.S. citizen to apply for this position and be able to obtain and maintain a secret security clearance for this assignment. This is an Excepted Service, Schedule B appointment not to exceed 5 years.
