Public Protected Areas Coordinator

Essential Functions

The Protected Areas (PA) Coordinator is responsible for leading the public protected area strategy of the Northern Andes and Southern Central America (NASCA) Conservation Program  (Costa Rica, Panama, Colombia, Ecuador, Northern part of Peru and Venezuela, excluding the Amazon ecoregions), in coordination with  the Costa Rica, Panama, Colombia, Ecuador, Peru and Venezuela Country Representatives. The strategy includes two major components: (i) design and implement financial mechanisms that will strengthen current national protected areas (ii) Support the design and declaration of new national and local public protected areas in priority sites . The first d component focuses on the design and implementation of key strategies for consolidation of protected areas systems in the countries with an emphasis on long term financial mechanisms to strengthen the national systems of protected areas on the countries of the NASCA program. The PA coordinator should develop strategies to help the national governments reduce the financial gaps of the protected areas system. This includes working on mechanisms based on ecosystem services as water funds, national protected area funds, protected areas financial accountability, etc.  For the second component, s/he will support  activities comprised in agreements TNC has with the national governments as the Memorandum of Understanding signed by TNC and other national institutions in several countries of the NASCA program. Creation of protected areas will be focused on the conservation priority setting and GAP analyses for protected areas under the COP7 guidelines and the NASCA conservation goals; and develop mechanisms that will result in long run finance strategies to fund biological, socioeconomic and financial viability assessment for the creation of protected areas on those priority areas, at the national, regional and local levels.  In addition, the PA Coordinator will bring together a holistic approach for TNC’s technical support to national and local institutions in conservation tools following TNC’s Conservation By Design principles; and support the development of monitoring systems with local partners to measure effective conservation in public protected areas.

The PA Coordinator will work closely with the Country Representatives of those countries to implement the strategies which involve cooperation with the National Park Systems, Ministries of the Environment and other governmental and non governmental institutions directly related to the creation and strengthening of the public protected areas in NASCA.  S/he is responsible in the preparation of budgets, technical reports, monitoring and evaluation of the projects related to this strategy. Assists in the preparation of fundraising proposals and presentations as needed and may be asked to participate in direct solicitations as needed.
