Science Program Officer II, Ecosystem Services Unit/Environment Group – Winrock International

POSITION SUMMARY

Science Program Officer II, Ecosystem Services is a member of the senior team responsible for domestic and international programs related to Winrock’s Ecosystem Services Unit (ECO) portfolio within the Environment Group.  The Science Program Officer II will have responsibility for conceiving and managing a portfolio of projects for the Ecosystem Services Unit. S/he will be responsible for maintaining strong knowledge of projects, operations and business plans to ensure outstanding team management, development and delivery of programs, and quality control and evaluation. The Science Program Officer II will provide technical and organizational leadership, alongside two other senior technical staff, to the unit’s implementation of applied research initiatives and project activities, both in the field and in the Arlington, VA office. S/he will supervise a staff of about three (within a Unit of over a dozen analysts) who are implementing a diverse portfolio of projects ranging in size, scope and project length. The Science Program Officer II is responsible for supervising and mentoring assigned staff, and is accountable for financial performance of his/her project portfolio, contributing to new business development,  

ESSENTIAL RESPONSIBILITIES

Project Conceptualization and Management:

  • Develop and implement statistically sound approaches to project design and data analysis for carbon and other eco-assets, including use of field data, new statistical tools, and models (particularly in a GIS).

  • Build ECO’s reputation in the field by regularly publishing and communicating program results in various forms, including co-authoring one or more peer-reviewed technical papers per year in quality journals.

  • Recommend and implement new approaches that strengthen Winrock International’s reputation for good science and expand the visibility of Winrock International measurement and monitoring methods.

  • Lead project implementation for selected activities.With minimal input from other senior Ecosystem Services team member, achieve delivery of high-quality, on-time products to the approval of clients.

  • Contribute to the Ecosystem Services team’s work in the sphere of REDD+, Low Emissions Development, and related topics. Develop new analyses, new analytical methods and interpretations of international policy relevant to REDD+, and related topics.

  • Contribute to the presentation of methods and results at public and private forum.

  • Provide training to counterparts in the use of methods.

New Business Development:

  • In collaboration with Winrock colleagues, strengthen relationships with key clients,

  • Contribute to the development of new business proposals, by co-authoring sections of several proposals per year.

OTHER RESPONSIBILITIES

  • Manage short- and longer-term analytic, writing and other projects, including projects with a budget >$200,000.
  • Supervise up to three members of staff (including evaluation of competencies and mentoring of abilities)
  • Attend symposia with government agencies, financial institutions, NGO’s, etc.; building strategic alliances; and, exploring new areas where the skills and experience of Ecosystem Services can be effectively applied for other purposes.
  • Other tasks as assigned.

QUALIFICATIONS

Education:     Advanced degree in forestry, natural resources, ecology, environmental economics or a related field; Ph.D. preferred.

Experience:  

  • Minimum 8 years of overall professional, related experience, with a track record of effectively producing quality results.Graduate school time and work may be considered.

  • Demonstrated expertise in a field directly relevant to the provision of ecosystem services, ideally with an international reputation.

  • Demonstrated intellectual leadership in the pursuit of innovative landscape-scale solutions to environmental problems, as evidenced by publication record in peer reviewed journals.

  • Prior nonprofit experience ideal, but not required.

  • Demonstrated ability to negotiate and manage contracts and budgets, to achieve tangible financial results.

Skills:

  • Strong project management skills managing complex, multifaceted projects resulting in measurable successes and program growth.

  • Commitment to deliver high-quality programs and projects.

  • Ability to conceptualize and develop programs and projects.

  • Excellent writing and speaking skills.

  • Some fluency in a foreign language – Spanish or French preferred.

  • Strong skills in use of management information systems and computer software used in the field,

  • Ability to work effectively in collaboration with diverse groups of people.

  • Positive attitude, and self-directed.
