UNEP Risoe Centre is a global leader in research and consultancy around CDM. We have a strategic focus on maintaining this position and to contribute to the development of methods and tools for improving and further dissemination of the facility – especially in light of possible developments expected in a new “post-2012″ agreement.
The center works closely with the United Nations Environment Programme – UNEP – and works professionally as an integral part of the Division of Technology, Industry, and Economics in Paris.
The Senior Adviser will have to contribute to project implementation especially in countries in Africa, with particular focus on improving opportunities for integration of CDM into national and international development policies, among these particularly China-Africa cooperation. Moreover, it is expected that the candidate is capable of independently conducting methods development and publishing.
The post also includes project management of international, interdisciplinary projects, mostly directed towards the implementation of capacity building institutions in partner countries. The center has just started major projects for the EU and DANIDA with a focus on strengthening African countries’ ability to obtain an increased share of CDM project activities.
The post also involves advising UNEP and national authorities around the development of carbon markets based on specific analysis, including risk analysis, of CDM project activities, as well as dissemination of results to national and international policymakers.
Candidates should have a PhD degree or equivalent as well as academic qualifications equivalent to those obtained by holding a position as Researcher or Postdoc with specific focus on climate change combined with appropriate climate-related work experience from a developing country. Experience in climate project financing is a prerequisite; experience in project management and in planning and implementing projects in developing countries is equally necessary; experience with concept and project/programme development on climate change will be a significant advantage.
The post includes responsibility for developing a new focus on climate cooperation between China and Africa. Operational experience with climate change projects in China as well as insight into Chinese climate policy is necessary. Experience of cooperation with UN institutions – like UNEP – and other multilateral institutions that are active on climate change, will be an advantage. In addition, experience in analysis and project development, focusing on Africa will be a significant advantage. Additional practical experience with the CDM project development in cooperation with both public authorities and industry partners will be an essential competence.
The working language at the center is English, hence proficiency in English required. Documented publications will be a significant advantage.
In the assessment of the candidates consideration will be given to:ÂÂ
- scientific production and research potential at international level
- the ability to communicate at all levels such as the provision of scientific advice to public sector authorities
