Senior Manager, Policy and Markets


  • Developing a new practice focused on winning and delivering large-scale technical assistance programmes internationally. Focus areas to include policy support, programme design and programme delivery in emerging economies in the areas of low carbon development, energy and sustainability (spanning energy and resource efficiency, renewable and low carbon/clean technology deployment and innovation)
  • Identifying the opportunities to pursue in the near and medium term (sector and geography) where the Carbon Trust can add value
  • Building relationships with key stakeholders – including multinational, regional and bilateral donors, in-country governments, and potential international and local partner organisations and associates
  • Defining the Carbon Trust’s propositions and delivery models
  • Writing winning proposals for key clients/donors

If successful in the activities listed above, the role would also involve:

  • Leading the overall delivery of projects and programmes
  • Managing the preparation and editing of reports and other deliverables
  • Managing relationships with sub-contractors and associates
  • Liaising with client contacts on day to day project business
  • Managing project teams and junior colleagues

This role is likely to involve long-haul international travel so applicants should be willing to make a number of trips abroad a year. The successful candidate must have unrestricted right to work in the UK, outstanding written and spoken English, and excellent computer skills (Word, Excel, PowerPoint).

Qualifications and Experience:

We are looking for a dynamic and energetic team player with:

  • Significant relevant and recent experience of programme management for a major multinational, regional or bilateral donor focused on delivering large-scale energy/low carbon/climate programmes
  • Or a proven track record of crafting, winning and carrying out competitively tendered projects for such agencies
  • Degree educated  (at least 2:1 or equivalent)
  • Previous line-management experience
  • International work experience desirable (ideally in the major emerging economies)
  • Proficiency in foreign languages desirable (Spanish would be an advantage)
