About the Department: Climate change is one of the most complex policy challenges facing governments today. The Department of Climate Change and Energy Efficiency is a new and dynamic organisation at the forefront of developing and delivering the Australian Government’s response to this critical global issue.

• providing integrated policy advice and analysis relating to carbon sequestration and emissions reductions in agriculture, forestry and other land-based activities;Ã‚Â
• implementing the Carbon Farming Initiative, and the National Carbon Offset Standard;
• delivering Australia’s national greenhouse gas accounts for all sectors, and methods for estimating and measuring greenhouse gas emissions; and
• developing international policy and negotiation positions for the inclusion of the land sector in a post-2012 international climate change outcome.
The Carbon Farming Policy branch develops and oversees the implementation of policies and programs to improve the capacity of the land sector to decrease greenhouse gas emissions and increase sequestration.Ã‚Â
Responsibilities include designing the Carbon Farming Initiative (CFI); overseeing the complementary land sector measures under the Clean Energy Future Plan; and overseeing the National Carbon Offset Standard which facilitates the integrity of the voluntary carbon offset market.
The Vegetation Methodologies section:
• identifies potential abatement opportunities in the land sector related to vegetation and natural resource management broadly (e.g. permanent plantings, regeneration of native vegetation, forestry, savannah fire management, feral animal control, restoration of wetlands and coastal marine ecosystems);Ã‚Â
• develops, assists external proponents to develop, and provides technical reviews of methods that can be implemented under the CFI to quantify emissions abatement that lead to carbon offset credits;Ã‚Â
• identifies and responds to related stakeholder issues; and,
• manages two grants programs — the Methodology Development Program and the Research and Development stream of the Indigenous Carbon Farming Fund.Ã‚Â
Applications are sought for an Assistant Manager position occupying key roles in the Vegetation Methodologies section.
The main duties of this role include, but are not limited to:
1. Analyse, synthesise and communicate technical information and solve problems related to identifying potential abatement activities and quantifying emissions abatement through the management of vegetation and natural resources under the CFI.
2. Develop methodologies, guidelines, and tools for quantifying abatement activities under the CFI.
3. Collaborate with colleagues within the Land Division and brief departmental executives and ministers on methodology development and policy issues as required.
4. Represent the Department in internal and external fora and communication activities, including participating in or chairing working groups.
5. Liaise with and assist in managing stakeholders including researchers, other government agencies, industry and the not-for-profit sector.
6. Procure expert technical advice and manage projects.Ã‚Â

Qualifications or demonstrated experience, subject matter expertise and skills that can be applied to developing methodologies for the quantification of emissions abatement in natural or managed landscapes.
This position is a security assessed position. The successful applicant will be required to undergo a security assessment to obtain a Baseline Security Clearance.
