FINANCE AND CARBON MARKET SPECIALIST: FOREST, CARBON, MARKETS, AND CLIMATE

Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from qualified Finance and Carbon Market Specialist candidates for the Forest, Carbon, Markets and Climate program (FCMC). FCMC’s two major deliverables include assisting countries with ambitious REDD+ plans by building capacity within those countries to achieve long-term net emissions reductions from forests and land use and contribute to the evolving REDD+ framework.

This long-term program will be based in Washington, D.C. and will require periodic international travel.   
     

Responsibilities:

– Collaborate across technical areas to lead the development of:

  • Analyses on payments for carbon and other ecosystem services frameworks to finance REDD+ activity;
  • methods and manuals on opportunity cost analysis and other means of value-placement on carbon reduction as well as carbon market registry design;
  • national level REDD+ financial plans that detail important sources of domestic and international financing;
  • regional level strategies for accessing revenue for REDD+ actions;
  • policies and actions for countries to implement their REDD+ financial plans;
  • training (materials and facilitation) on finance and carbon markets to diverse audiences in English and Spanish.
  • Establish and maintain productive and positive relationships with USAID, international government officials, multilateral and donor organizations, and local partners;

Qualifications:                                                            

– Educational requirements include at least a Master’s degree in finance, economics, business administration, environmental finance, or a relevant environmental field with a substantial business background or related field of study, PhD preferred;

– A minimum of five (5) years experience of a managerial or technical nature in forest carbon, payment for environmental services, carbon markets (voluntary or regulatory), and/or NRM project finance;

– Experience with USAID’s operations, procurement, administration and logistics, and grants and financial management regulations;

– Experience supervising complex field operations in closed and/or transitional or developing countries;

– Exceptional verbal and written communication skills;

– Training experience and exceptional verbal and written communication skills, especially in working across cultures preferred;

– English proficiency required with advanced proficiency in Spanish preferred.

CARBON INVENTORY SPECIALIST: FOREST, CARBON, MARKETS, AND CLIMATE

FCMC’s two major deliverables include assisting countries with ambitious REDD+ plans by building capacity within those countries to achieve long-term net emissions reductions from forests and land use and contribute to the evolving REDD+ framework.

Responsibilities:

– Collaborate across technical areas to lead the development of:

  • A manual of best practices on building sustainable greenhouse gases (GHG) monitoring systems involving local stakeholders and deliver economic and resource status data;
  • partnerships with regional training institutes to create and offer technical courses in GHG monitoring;
  • pilot policies and actions for community involvement in forest carbon estimations and monitoring;
  • trainings (materials and facilitation) on GHG monitoring, assessment, inventories, and reporting to diverse audiences.
  • Establish and maintain productive and positive relationships with USAID, international government officials, multilateral and donor organizations, and local partners;

 

Qualifications:                                                            

– Educational requirements include at least a Master’s degree in geospatial information systems (GIS), environmental science, natural resource management, or a relevant environmental field with a substantial experience in GIS or other remote sensing systems or related field of study, PhD preferred;

– A minimum of eight (8) years experience in natural resources management projects, including at least four (4) years of a managerial or technical nature in remote sensing and GIS;

– Experience with USAID’s operations, procurement, administration and logistics, and financial management regulations;

– Experience supervising complex field operations in closed and/or transitional or developing countries;

– Exceptional verbal and written communication skills;

– Training experience and exceptional verbal and written communication skills, especially in working across cultures preferred;

– English proficiency required with proficiency in Spanish preferred.

LOW EMISSIONS DEVELOPMENT STRATEGIES SPECIALIST: FOREST, CARBON, MARKETS, AND CLIMATE

FCMC’s two major deliverables include assisting countries with ambitious REDD+ plans by building capacity within those countries to achieve long-term net emissions reductions from forests and land use and contribute to the evolving REDD+ framework.

This long-term program will be based in Washington, D.C. and will require periodic international travel.  

 

Responsibilities:

– Collaborate across technical areas to lead to:

  • rapid assessments to determine the current status of LEDS and REDD+ strategies, assess future emissions scenarios, prioritize sectors, and identify priority actions for support;
  • building the capacity of local institutions to sustainably deliver training related to REDD+ strategies;
  • designing and facilitating national institutional structures and processes for REDD+ that will deliver cross-sectoral results;
  • reports on piloting of LEDS tools and methodologies, including lessons learned;
  • training (materials and facilitation) on best practices in LEDS and REDD+ (and lessons learned) to diverse audiences in English and Spanish.
  • Establish and maintain productive and positive relationships with USAID, international government officials, multilateral and donor organizations, and local partners.

 

Qualifications:          

– Educational requirements include at least a Master’s degree in anthropology, sociology, communication, development, or a field of study related to policy analysis, degree and/or experience in climate change mitigation or adaptation, PhD preferred and;

– A minimum of eight (8) years experience of a managerial or technical nature in implementing climate change and/or natural resource programs;

– At least five (5) years of technical experience in policy analysis in at least two geographical regions;

– Experience with USAID’s operations, procurement, administration and logistics, and financial management regulations;

– Experience collaborating with complex field operations in closed and/or transitional or developing countries;

– Training experience and exceptional verbal and written communication skills, especially in working across cultures preferred;

– English proficiency required with proficiency in Spanish preferred.
